I’d move in. I saw places like this while living in Japan (although I’m not sure I saw any with a highway *directly* overhead). Concrete like this can have its charm, especially if the rent is low and the place is clean inside. The public housing like this which I saw fulfilled those two requirements fairly well. This one lacks any kind of balcony for having a few plants and drying clothes. Again, though, if the rent is low enough…

In fact, nobody is living there any more, since they built the highway above, I think.
